Neutrogena Glow Sheers after or before makeup?

I bought some neutrogena glow sheer foundation type stuff at the store the other day and ever since ive been using it, it almost like sticks to my makeup when i put it on. i put my makeup on after i apply this stuff of course. am i doing something wrong to make it appear almost blotchy though? am i supossed to apply the glow sheer stuff after i put my other makeup on? any tips on how to apply this? thnxxxx =]
